TOPIC AND SPEAKER

Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) created the Toxics Release Inventory (TRI) Program. Under the requirements of EPCRA, all U.S. facilities that meet TRI reporting criteria must submit TRI data to EPA and the relevant state or tribe by July 1 of each year.


EPA conducts inspections to assess EPCRA non-compliance and may issue civil penalties, including monetary fines, and can also require correction of the violation.

During his presentation, our speaker, Chris Rascher will:

  • Provide background on TRI

  • Discuss what to expect if you get an inspection letter

  • Share his inside knowledge on what inspectors look for during the onsite inspection

  • Relay his thoughts on how to be prepared for an EPA TRI Inspection

  • Discuss what happens if there are violations

  • Touch on the current focus of the national TRI program

Chris Rascher, EPA Region 1 Inspector biography


Chris Rascher has a Bachelor of Science in engineering from the SUNY College of Environmental Science and Forestry, and a Master of Science in Environmental Engineering from Syracuse University. Chris worked for three years in an environmental consulting firm and has worked for the US EPA for thirty years. He has been in the TRI program for 15 years.
